What is the best primer and paint system for applying a light color over darker color on walls?

For interior drywall walls that are in sound shape, a primer may not be needed. Of course, that also depends on the quality and sheen of the existing finish, and how deep the existing color is.

If in sound, clean condition and the existing product is a satin to flat finish, I apply Emerald® Interior Acrylic Latex in a matte or flat finish. I typically use two coats anytime I paint my walls. Emerald Interior Paint has excellent hide if applied as directed using quality applicators.

If the existing sheen is semi-gloss to gloss, and the surface is in sound, clean condition, I would use Multi-Purpose Latex Primer, then finish with your topcoat choice.
